Dear Mati,

The Secretariat is OK with the over-underspending as long as Tartu will be able to deliver all promised results.

This is what they say:
As long as the development of Thematic plan and bicycle road strategy will be implemented according to the original plan (even with smaller resources), this shouldn’t be a problem. Your partner is thus sure that this activity will can still be implemented with a smaller budget?

Dear Karolina!

The Masterplan of Tartu is already approved by City Council and thus is an existing document.
It was worked out by Tartu City Government. It consists some topics
that were planned to be done in Thematic plan and development
of strategy of bicycle roads.

It means, that the amount of work of the Thematic Plan has been decreased as well as the costs of external expertise and services.
So we would like according to Programme manual to decrease (underspend) the costs of external expertise and increase (overspend) the costs of Travel and accomodation to cover travel costs of our project team (4 people) participation in the project meetings.

Where exactly do you see the cuts in extrenal expertise?
I don’t understand what is meant by

In external expertise we will less use local experts. It is caused due to the Masterplan of Tartu, because in this document the basic materials for the HEAT project are on the higher level than we in the beginning of the HEAT project considered they will be.


For me if you use less of local experts, you need more external experts?
Is the Masterplan of Tartu the document to be developed in the project or does it already exist?

The big part of the Tartu budget is
Thematic plan and development of strategy of bicycle roads – 60.000 EUR
This is what you want to save on?

Dear Karolina.

The problem of the budget has come because the budget for Tartu was made by another department.


Tartu team consists of five persons.

All the activities will be provided by Marju, Peep, Indrek and Mati.
The fifth person is Urmas Ahven, who is coordinating the works, participating our local meetings and is not participating the international project meetings.

We often held local meetings and discuss the project topics.

We consider it very important that all the members of the project who provide the activities are aware of the project information.


You asked:
how many more people will travel and what will you save in the external expertise

Thanks to the change of the budget instead of 2 persons 4 persons can take part in the project meetings.


In external expertise we will less use local experts. It is caused due to the Masterplan of Tartu, because in this document the basic materials for the HEAT project are on the higher level than we in the beginning of the HEAT project considered they will be.


The budget situation is, that if we can not make changes in the budget, our taking part in the Stockholm visit might turn out problematic.

Dear Mati,
I understand but for the discussion with the Secretariat I need more concrete information, i.e. how many more people will travel and what will you save in the external expertise.
We don’t need to do the formal budget modification but the information provided so far is to weak to get the Secretariat’s approval and they will come back to us for more explanations.
So please tell me exactly how many more people to how many more trips and how much it is and what are you planning to save on to make it even.

Dear Karolina.

When planning the budget a mistake in our Travel Expenses has been made.


According to Programme Manual Central Baltic §3.4. Modification Procedures the
Projects are allowed to overspend by a maximum of 20% of the individual budget lines at project level.

According to this we would like to increase the travel expenses from 9850 to approximately 17 000 Euros.

We will not increase our total budget amount (220 408,20), but find the expenses from the other budget lines (External Expertise).


The FLC has accepted this overspend of our Travel Expenses budget line.


Is it acceptable for You?
