I am writing to you again with the proposal of the adjustments to the Tartu’s budget.
Please note that one of the conditions from the CB Secretariat was that ‘’the project combined ERDF rate shall not exceed 78,5%’’.
As you know, the ERDF co-financing for Finnsh and Swedish partners is 75% and for Latvian and Estonian partners 85%.
I have done cuts in all project partners’ budgets in order to limit the ERDF co-financing from original 79,5 down to 78,5%.
This is very difficult and I wanted to do the cuts that will not affect the project. Even now, I managed to put it down to 79% and I see no other way to cut it further. This is why the Lead Partner, Baltic Region Healthy Cities Association, decided to cover the difference from the preparatory money.
Please find attached the updated budget for Tartu with the following suggested cuts:
- 60.000 instead of 65.000 for the plan
- 6.000 instead of 10.000 for communication (there will be also other communication activities from the project ensured in the other partners’ budgets)
- 4.000 instead of 9.000 for the project team meeting and thematic conference.
I hope this is acceptable for you.
If you see any other opportunity for the budget cuts in e.g. staff costs, please let me know.

As you know, we are now in the phase of correcting the application according to the requests from the CB Secretariat.
There is one clarification requested from Tartu and it is about the budget:
Clarify Thematic plan and development strategy of bicycle roads 65 000 euro vs 2 planning experts in staff costs
What is meant here is that in your budget, you have the thematic plan budgeted under the external expertise and you also have 2 planning experts in the staff costs. The clarification requires the statement about what is included in the thematic plan work and what the planning experts will do.
Please provide me with the clarification as soon as possible and latest by the end of next week, i.e. 16.2.

How are you and how are going the preparations of the HEAT project?
I am also writing to let you know that I will go for maternity leave which will start in February. It has been a great opportunity to work with you and hope there appear new chances to meet you and cooperate in the future.
From Tartu the specialists from Department of Urban Planning, Land Survey and Use will take the lead in all the activities in connection with the project. Please add their contacts - Mati Raamat (City Engineer) and Marju Laur to the mailing list of the project and contact them in any further issues.

I have finally received (so far unofficial) letter of approval with conditions.
Those conditions are mainly about the budget clarification and I will approach each of you separately regarding your part.
One very important issue – we planned (optimistically) that we will start in January.
As we expect the contracting phase to take some time (especially with the Christmas holidays on the way), I would propose to start on 1 April. This way we can be sure that we will have all the important things solved out (especially the Subsidy Contract) before we start spending the money and we will get some extra time for preparation.
Please let me know asap if you accept 1 April as a starting date.
