Lühikokkuvõte


Outdoor Arts ‘spectacle’ traditionally sits in the hands of more culturally developed (and often economically strong) European cities and arts organisations, who have the available resources to sustain larger scale outdoor arts provision. Yet recent research into outdoor arts audiences is fast proving that it engages a more diverse, representative and wide-ranging audience than other art forms and sectors (Mills 2014 p7).

A number of European Capital of Culture cities had identified, through their network, a clear skills gap that needs to be addressed in order for them to deliver the type of ECoC outdoor arts spectacle event that attracts wider audiences from both their community and across Europe. And not simply to “buy in” events from international companies that leave no legacy.

School of Spectacle training involved a network of leading cultural organisations in four ECoC host and candidate cities (Pafos, Plovdiv, Kaunas, Limerick) and one UK city (Salford), looking to develop and democratise the cultural expertise of outdoor arts spectacle.

The model allows partners to share their expertise across the network, in order to grow the talent base of the partner cities. This model lends itself to a much stronger legacy of major event delivery that will continue to service their newly engaged audiences.

To strengthen the outdoor arts sector and build a culture of sustainable outdoor arts practice within partner cities [Creative Europe priority A: Transnational experience and ability]

Tegevused


Building on the success of and learning from School of Spectacle, Walk the Plank are looking to work in partnership with smaller cities and past or future ECoC candidate cities to develop the capacity of a range of creative practitioners in community engagement and audience development through outdoor arts.

Like School for Spectacle, School of Participatory Arts seeks to identify a means by which outdoor arts can be democratised, and made more readily available to smaller less culturally developed cities. It does this by introducing a model of outdoor arts capacity building training and education to smaller city talent bases, ECoC and ECoC candidate cities who are keen on capacity building and small cities considering the development of their cultural capacity.

The structure will mirror the School of Spectacle model. This is through five separate week-long intensive training schools hosted by five European cities, with a partnership of up to eight European cities taking part in the project overall.
Each School of Participatory Arts will see 26 creative practitioners from the host and partner cities come together to gain skills and experience in participatory arts from European outdoor arts experts, led by Walk the Plank. This model offers training into production, which enables creative practitioners to put their new-found skills from the start of the school into practice, by working together in teams to create a small-scale public outdoors participatory arts event with a local community at the end of each school.

Each of the Primary Partners will host an 8 day School of Participation supporting 14 local Creative Practitioners and 10 international Creative Practitioners. The school of participation will build upon capacity and create an international network in outdoor and participatory arts. This capacity will be built in selected subjects that can include outdoor production, fire technique, mass movement, lantern and parading or installation.
In detail the schools will be:
· Small scale participatory & public outdoor event for 200-300 produced and performed by the Creative Practitioners
· Up to 20 local community participants in the end of school of event
· 2 local Creative Practitioners from each of the hosting partner cities will attend 3 of the international schools (benefitting up to 6 Creative Practitioners from your city)
· 2 local Creative Practitioners from each of the Associate Partner cities will also attend 3 of the international schools (again 6 total Creative Practitioners having the opportunity to attend the schools)


Tulemused


There will be at least five schools delivered, providing an opportunity for international exchange of skills and expertise between 2018 and 2020. At least 120 creative practitioners will gain skills and experience of participatory arts practice in the public realm using a celebratory arts framework. The project will also bring about a greater understanding of the social impact of participatory arts.
